As I write this letter I want each of you to know that during the past three years Kentucky has continued to have a higher percentage of our National Guard soldiers and airmen mobilized than any other state. The magnificent response of the Kentucky Army and Air National Guard in support of the Global War on Terrorism (GWOT) demonstrated once again why this country needs to maintain a strong National Guard. However, because there is always an intense competition for defense resources, history teaches that the Guard may be neglected without an effective voice at the national level. It takes an ongoing effort to educate decision-makers and legislators about the role of the Guard and to insure that our personnel and equipment requirements are fully understood when the defense budget is enacted. Therefore, I encourage each of you to consider joining and supporting organizations that advance the goals and purposes of the National Guard. The National Guard Association of Kentucky (NGAKy), the Enlisted Association of the National Guard of Kentucky (EANGKy), and the National Guard Association of the United States (NGAUS) are three examples of private organizations that work specifically to maintain a strong National Guard. The efforts of organizations like these and others have contributed greatly to the ability of Kentucky National Guard units to meet their mission requirements and have also assisted greatly in improving the quality of life of the soldiers and airmen who make up those units. Most critically, they have also helped to preserve the Guard’s capabilities during periods of military downsizing. While I personally believe that active participation in these types of organizations is an effective way to help in maintaining a strong National Guard, membership in professional organizations is a personal decision and no member of this organization will in any way receive different treatment because of his or her decision regarding membership. The Kentucky National Guard has dual missions. The federal mission is to recruit, train and deploy military personnel and units anywhere in the world when ordered by the Department of Defense. The Guard also stands ready to assist state agencies and local governments during disasters and emergencies declared by the Governor. The Kentucky National Guard includes the KY Army National Guard, a component of the United States Army, and the KY Air National Guard, a US Air Force component.
